    The Space Shuttle was still on the drawing-board, not yet under development, when the US Senate held hearings about its planned purpose, its usefulness for assisting in space manufacturing and the “creation of new energy sources” - and whether the Government’s “investment” in the project would be worthwhile.  The two witnesses in the second session were the Chairman of a study by the Space Sciences Board and the Vice President for Engineering Sciences of the Arthur D. Little consulting company, with a written statement by Krafft Erhricke, a “Paperclip” German émigré, then working for Rockwell Aerospace, who was a well-known authority on Space Flight.
